NDDB is facilitating implementation of various central sector scheme projects sanctioned under the Rashtriya Gokul Mission (RGM), Govt. of India in association with State Dept. of Animal Husbandry/ Livestock Development Boards, Cooperative Milk Federations, Milk Unions, NGOs, and NDDB subsidiaries.
1.1 Production of Progeny Testing (PT) and Pedigree Selection (PS) programmes
1.1.1 Progeny Testing – Progeny Testing (PT) programme is implemented with an objective to produce genetically superior bulls to replace existing breeding bulls in the semen stations. Breeding bulls, selected based on Genomic Breeding Value (GBV)/ Breeding Value (BV) are distributed to the semen stations for production of disease-free frozen semen doses (FSDs), for nationwide artificial inseminations (AI).
Fourteen PT Projects of seven different breeds (Gir, Sahiwal, HF crossbreds, Jersey crossbreds and Pure Jersey, Murrah and Mehsana) are being implemented in nine states with an outlay of Rs. 33655.1 lakh for the period 2019-20 to 2025-26, envisaging to procure and distribute 5060 HGM bull calves.

1.1.2 Pedigree Selection – Pedigree Selection (PS) programmes have been implemented for few economically important indigenous breeds, where AI is not popular. The programme aims to produce higher genetic merit (HGM) bulls to meet the requirement of bulls in the semen stations.
Nine PS Projects covering nine different breeds (Hariana, Tharparkar, Rathi, Kankrej, Gaolao, Nili Ravi, Jaffarabadi, Banni and Pandharpuri) are being implemented in six states with the total outlay of Rs. 6646.12 lakh for the period from 2019-20 to 2025-26 envisaging to procure and distribute 557 HGM bull calves.

The “Bull Distribution Software (BDS)” developed by NDDB is used to ensure automated, unbiased, and timely distribution of HGM bulls produced by the PT and PS projects to various semen stations.
1.2 Implementation of National Milk Recording programme for cattle and buffalo–to locate superior germplasm in the breeding tracts through systematic milk recording, the National Milk Recording Programme (NMRP) was sanctioned under RGM with an outlay of 18071.00 Lakh.
1.3. Import of Bovine Germplasm – Import of exotic and indigenous germplasm in the form of purebred bulls, FSDs and embryos of very high genetic merit are being taken up to replace existing bulls, creating variability in population by infusing superior germplasm and produce replacement heifers.
1.4 Strengthening of ETT/IVF facility of SAG, Bidaj – Strengthening of Embryo Transfer (ET) and In vitro Fertilization (IVF) facility at SAG, Bidaj is being implemented to produce superior male and female calves for semen production and herd replacement, respectively. The project aims to produce and transfer 3736 embryos to produce 1050 calves.
1.5 Accelerated Breed Improvement Programme using in vitro fertilized embryos using sexed semen for getting assured pregnancy – The project is sanctioned with a goal of enhancing productivity through the proliferation of high-yielding animals using embryo transfer and facilitates adoption of the technology. The project is being executed in collaboration with various stakeholders, including Milk Federations, Milk Unions, Producer Companies, State Animal Husbandry Departments, and State Livestock Development Boards.
NDDB being the principal implementing agency, has identified service providers for producing and transferring embryos, with a projected target of approximately 66,000 confirmed pregnancies annually with an outlay of Rs. 11160 lakh. Government of India is providing Rs. 5000 as subsidy on each confirmed pregnancy using IVF embryos produced using the sexed semen.
1.6 Accelerated Breed Improvement Programme using sex sorted semen for getting assured pregnancy – The project, sanctioned under the RGM scheme, aims to promote the use of sex-sorted semen for the production of female calves. Over a period of five-years, the project endeavours to establish a total of 51.63 lakh assured pregnancies. NDDB, serving as the nodal monitoring agency, assumed responsibility for finalizing rate agreements for supply of the doses, and overseeing project implementation.
1.7 Breed Multiplication Farms –The project aims to develop entrepreneurs for establishing BMFs to produce disease-free, high-yielding elite heifers/ pregnant heifers/ cows of indigenous breeds of cattle and buffalo through scientific breeding, including sex-sorted semen and IVF technology, and make them available to the farmers on cost basis. Capital subsidy of 50% (limited to Rs. 2.00 Crore) is being provided to the interested entrepreneur for construction of cattle sheds, equipment, procurement of elite bull mothers etc.
1.8 Support to semen production – Strengthening of existing semen stations – To create suitable infrastructure and ensure availability of disease-free quality frozen semen doses, the Strengthening of Semen Station Projects to support existing semen stations have been sanctioned. NDDB is assisting the semen stations in the formulation of the project documents and monitoring implementation of the projects.
1.9 Monitoring of AI Network in North East Region (NER) States – NDDB is assisting the eight NER states in monitoring and supervision of AI network and imparting training on Bharat Pashudhan App. to increase the coverage of AI through MAITRIs (Multi-Purpose AI Technicians) in NER states.
1.10 Productivity Enhancement Projects – NDDB is implementing various productivity enhancement projects in various states to augment the milk production through NDDB Dairy Services (NDS), a wholly owned subsidiary of NDDB. Notable endeavours included the induction of high-yielding animals in the milk deficient areas, establishment of AI delivery networks facilitated by MAITRIs, and initiation of AI using conventional and sexed semen.

These projects aim to expand the reach of artificial insemination services and foster sustainable dairy development.
Additionally, the establishment of a Cow sanctuary in Muzaffarnagar, Uttar Pradesh and establishment of centre of excellence for genetic improvement of Indigenous cattle at Tirumala Tirupati Devasthanam, Tirupati are also among the approved initiatives.
